This and the uncertainty all Wars create led to hoarding. Which exacerbated the shortage of coins in circulation which made making coins expensive and in some cases impossible.
The solution was to produce these uniface small sized notes to fill the coin / metal shortage. And so today they are very scarce in uncirculated grades. Add to this the tropical climates where many of these notes were issued does not help with their preservation.
